I would contact the vet who diagnosed the dog that has Parvo, and see if they can offer any suggestions, such as someone who might do a "foster home" arrangement with you. If you cannot afford to pay them, maybe you could do some kind of work exchange with them. About the only alternative I can imagine is to keep the sick dog inside and the well dog outside, or in some way keep them isolated from each other. My sympathies on the state of your sibling and parental relationships. Your sister sounds like a real case!
