Friend found dog with parvo, spend thousands to save dog, now owner are looking for dog. ?

Sorry the title of this question is kind of long, but my friend who has a big heart for animals, found a dying dog in the road, she took it to the vet and it did not have a chip or a collar. Turns out the dog had parvo, she also felt really bad for the dog and it was close to death, she then decided to spend about two thousand dollars in medical care for the dog, plus fees to keep it separated from her other dogs. The seems to be doing better, but about 2 weeks later my neighborhood is littered with lost dog posters, the description and the photo are identical to the dog.

I would tell your friend. It's the right thing to do. In almost all locations, the owner would need to reimburse her the full amount of the vet expenses in order to reclaim the dog. If the dog was loose on the road with parvo, I would bet that the former owners won't have the $ to reimburse her and she would be legally entitled to keep the dog. She should consult the local police or sheriff's department to find out what laws specifically pertain to her situation so she knows her rights when contacting the owners.
